2001: Kerry voted to shift funding away from the Bush tax cut for the wealthiest Americans and toward funding for the Individuals with Disabilities Education Act. He has consistently supported efforts to fully fund IDEA and will continue working toward its full funding.

2003: Kerry cosponsored the Medicaid Community-Based Attendant Services and Supports Act, which will provide individuals with disabilities and older Americans with equal access to community-based attendant services and support.

2003: Kerry cosponsored John McCain's legislation to ensure the voting rights of individuals with disabilities and to improve access to polling places. While working on this bill, he said 'with the ADA under one arm and Olmstead under the other, we are equipped with the tools we need to prevail in one of the last stands of the civil rights movement: to ensure the American promises of freedom, choices, and independence in the lives of people with disabilities. The only piece missing is the political will to make it happen. Well, I say, "No more excuses".

2003: Kerry cosponsored Tom Harkin's legislation to ensure that persons who are hard of hearing, Deaf, or deaf-blind have access to communications access realtime translation (CART) and televised captions with the Training for Realtime Writers Act. This legislation is also an investment in the jobs of the future and an investment in the people to fill these jobs.
