The Electoral College is a method of formally electing a president. On November 2nd or earlier, we vote for the popular vote. When a candidate wins a state through the popular vote, he will collect electoral votes (points).
The number of electoral votes (points) the winning candidate earns in a state is based on the numbers of congressional districts and the population in this respective state. For example, there are 27 congressional districts in Florida; therefore, the 27 electoral votes in Florida.
The total number of electoral votes in all 50 states is 538. For a candidate to become president, he/she will need 270 votes or more. The popular vote takes place on November 2nd, and the Electoral College vote takes place on December 13th when electors meet in each state to vote for president and vice president. Results are announced on January 6th at a joint session of the Congress.
Some people ask why we have this Electoral College. This goes back to the Founding Fathers of this nation, who established the Electoral College so to give smaller states more equal voting power to that of the larger states.
