Dear Mayor Baca:
This photo appeared in the Albuquerque Journal (January 28, 2000). The subject is Kathy Guimond and her playful sheep dogs, Cash and Maggie Bear. The caption states that Kathy is enjoying quality time with her canine kids.

Ms. Guimond is the chief of police at the University of New Mexico. I spoke to staff members who work with Kitty Clark (the Journal reporter who took this picture). The picture comes from an Albuquerque city park. Please note that neither of the canine kids are on leashes. They appear to be playing chase with a Frisbee.

UNM COP Plays With Her Dogs -- and Breaks Law

Many outstanding and honorable citizens violate city leash laws. These are not bad people. The law is written poorly. From the picture, we see these are "playful" pups. They are not interested in harming other creatures. Ms. Guimond is supervising her canine kids. This is wholesome and "quality time." This is the purpose of city facilities: to assist responsible citizens in the peaceful enjoyment of life.

I turn to you as I ask you to have a vision for our city and the state of New Mexico. We need leaders who are enlightened and understand the needs of citizens. Again, thanks for your tine and interest in this matter. Please feel free to contact me if there is anything I can do.
